Supervision in educational leadership: practices, challenges, and innovations in the UAE — a multi-level coupling analysis of the current and future

Educational supervision globally has shifted from compliance-focused inspection to a developmental approach supporting instructional leadership and school improvement. This review analyzes the United Arab Emirates' (UAE) supervision practices, challenges, and innovations through the lenses of loose-coupling and instructional leadership theories. Drawing on a narrative synthesis of 54 sources, including 15 specific to the UAE, the review benchmarks the country's system against international models, highlighting its multi-authority governance structure.
