1. Executive Brief

AZIZ OS SYNTHESIS. Orientation ends where choice begins. Once a leader can see that a problem sits across levels rather than in one office, the question changes: not what is happening, but which course of action can be defended afterwards, to a board, a ministry, a council or a staff body.

This product supports that second question. It does not answer it. It sets out what seven registered scholarly works, held as approved evidence records in AZIZ OS, do and do not support; it preserves an unresolved disagreement inside that literature rather than smoothing it away; and it supplies three instruments — an evidence map, a decision matrix and a decision framework — that a leader operates themselves.

Everything here belongs to exactly one of three layers. EVIDENCE is what a cited work states. AZIZ OS SYNTHESIS is our own arrangement, structure and judgement. USER APPLICATION is the work the reader does in their own institution. The layers are never blended, because a decision defended in public has to name where each part of its reasoning came from.

What this product does not do, deliberately: it awards no scores, computes no rankings, applies no weights, estimates no costs, predicts no outcomes, and defines no ratings, interpretation ranges or classifications. Nothing here has been tested for whether it improves decisions, and no such claim is made.

2. What the Evidence Supports

A systematic review conducted under PRISMA guidelines across empirical studies published between 2014 and 2024 reports that systemic school leadership practices can be identified at instructional, organisational and policy levels, and identifies collaborative leadership, equity-focused decision-making, commitment to professional development, community support and data-driven practice as central themes; it also reports that collaborative decision-making is associated with higher staff satisfaction (White, Lowery & Johnson, 2025; doi:10.1108/QEA-09-2024-0096).

A quantitative survey of leaders in retail and manufacturing firms reports a significant association between systems thinking and leadership performance, with process orientation the strongest predictor among the dimensions studied, and a more pronounced pattern in manufacturing than in retail (Palaima & Skaržauskienė, 2010; doi:10.1108/17465261011079749). This is an association reported in commercial firms; it is not a causal finding and it is not an institutional one.

A conceptual paper proposes a multi-level causal model in which the disciplines of the learning organisation are strongly interdependent and systems thinking acts as the integrating element (Bui & Baruch, 2010; doi:10.1108/09696471011034919). Its standing is conceptual: the paper proposes that causal model and does not itself test it, so it may be used to organise reasoning about levels and never as evidence that the proposed relationships hold.

An ethnographic multiple case study of five school principals in KwaZulu-Natal, South Africa, reports that the participating principals understood a systems thinking approach and used it to the benefit of their schools, and points to the value of a holistic, multimethodological approach to school development, particularly in deprived school contexts (Bhengu, Mchunu & Bayeni, 2020; doi:10.1177/2158244020902061). The finding is qualitative and specific to those five principals.

A qualitative multiple case study of senior administrators at three Ghanaian public universities reports that digital transformation was pursued under both internal demands and external pressure, that structural, technological and human-resource challenges were present, and that participants described leadership-enabled initiatives in favourable terms, while the process unfolded in a less coordinated policy climate and predominantly top-down, driven by Vice-Chancellors (Loglo, 2024; doi:10.55982/openpraxis.16.3.700). Those are reported perceptions in selected universities, not measured effects.

3. Where the Evidence Conflicts

The corpus does not agree with itself, and this product keeps the disagreement visible. A practice-theory critique argues that the systems account of organisational learning is idealised, that the social practices of learning through which it would be realised were never defined, and that change understood as systems and change understood as practices remain profoundly incompatible; it holds that as a systems or structural model the concept is theoretically flawed because it cannot theorise the organising practices through which learning happens, and it records mounting doubt about the concept's future (Caldwell, 2012; doi:10.1080/14697017.2011.647923).

That critique bears directly on the human question a leader cannot avoid: agency. If a systems framing describes structures but not the practices and choices of the people inside them, then a decision justified by systems language alone has not yet accounted for who acts, under what constraints, and with what room to refuse.

The tension is genuine rather than rhetorical. The conceptual account that treats systems thinking as the integrating element of organisational learning (Bui & Baruch, 2010; doi:10.1108/09696471011034919) and the practice-theory critique cannot both be accepted whole. This product does not resolve that. It requires the reader to record which side of it their decision rests on.

4. What the Evidence Cannot Establish

No work in this corpus reports the cost of any course of action, in money, time or staff effort. Any cost comparison a leader needs must be produced locally; this product supplies none and estimates none.

No work in this corpus reports the effect of a decision-support instrument on decision quality. Nothing here licenses a claim that using this product, or a systems framing, produces better decisions.

Measurement exists but does not transfer automatically: the development and psychometric testing of a scale measuring systems thinking is reported in an interprofessional healthcare setting (Dolansky, Moore, Palmieri & Singh, 2020; doi:10.1007/s11606-020-05830-1). That establishes only that validated measurement of systems thinking has been carried out somewhere. No item, factor, coefficient or cut-off from that instrument is reproduced or adapted here, this product contains no measurement instrument, and AZIZ OS has validated nothing.

The African qualitative studies establish context, not generality. Five school principals in KwaZulu-Natal (Bhengu, Mchunu & Bayeni, 2020; doi:10.1177/2158244020902061) and selected Ghanaian public universities (Loglo, 2024; doi:10.55982/openpraxis.16.3.700) cannot stand for African institutions, for a sector, or for any other institution. The association reported in commercial firms (Palaima & Skaržauskienė, 2010; doi:10.1108/17465261011079749) is not evidence about public institutions.
