Systems Leadership Change Evidence Record — Executive Brief
A structured before-and-after evidence record for an institution that has carried out a change and must now evidence honestly whether anything changed — a stated observable, a dated baseline, a written method of looking, and the rival explanations recorded before the comparison is made.

AZIZ OS SYNTHESIS. Orientation shows a leader the shape of a problem. A diagnostic establishes where an institution stands. Decision support helps a leader choose. An implementation instrument helps a team carry the choice out. This product begins at the point where institutional reform is most often defended and least often evidenced: the moment somebody asks what actually changed, and the honest answer is that nobody wrote down what to look at, or what it looked like before.
It supports that single question and nothing wider. It states what seven registered scholarly works, held as approved evidence records in AZIZ OS, do and do not support about evidencing institutional change; it keeps an unresolved disagreement inside that literature visible; and it supplies three instruments an institution operates itself — a framework of five dimensions, a table of what the corpus can and cannot carry, and a record in which the institution writes its own observable, baseline, method, cadence and rival explanations.
Everything here belongs to exactly one of three layers. EVIDENCE is what a cited work states. AZIZ OS SYNTHESIS is our own arrangement, structure and judgement. USER APPLICATION is the work done inside the institution. The layers are never blended, because a claim about whether something changed is only usable if its origin can be named.
What this product deliberately does not do: it is not a validated scale and it invents no scale; it is not an evaluation methodology and it replaces no evaluation the institution is required to run; it awards no score, index, level, band, grade or classification; it compares nothing against any other institution; it predicts nothing; and it attributes no observed difference to AZIZ OS. The written record the institution produces is the output, and a record showing no change is a complete and legitimate result.
2. What the Evidence Supports

Systems thinking has been measured with a purpose-built instrument that was developed and psychometrically tested in a healthcare setting (Dolansky, Moore, Palmieri & Singh, 2020; doi:10.1007/s11606-020-05830-1). What this establishes for the present product is narrow and important: measurement of this subject matter is possible, it is difficult, and doing it credibly requires instrument development and validation work that this product has not done and does not claim.
A quantitative survey study in retail and manufacturing firms reports a significant association between systems thinking and leadership performance, with process orientation the strongest of the predictors studied (Palaima & Skaržauskienė, 2010; doi:10.1108/17465261011079749). It shows that quantitative treatment of the subject is feasible; the association is statistical and drawn from private-sector firms, and it is not a measurement protocol for a public institution.
A systematic review conducted under PRISMA guidelines across empirical studies published between 2014 and 2024 reports that systemic school leadership practices are identifiable at instructional, organisational and policy levels, and identifies data-driven practice among its recurring themes (White, Lowery & Johnson, 2025; doi:10.1108/QEA-09-2024-0096). Practices being identifiable is the precondition of this product: something identifiable can be looked at twice.
An ethnographic multiple case study of five principals in KwaZulu-Natal reports that those principals used a systems thinking approach to the benefit of their schools, and that a holistic approach had value in deprived school contexts (Bhengu, Mchunu & Bayeni, 2020; doi:10.1177/2158244020902061). Its account of institutional change is qualitative and situated, which is why this product treats a written description as evidence rather than insisting on a figure.
A qualitative multiple case study of senior administrators in three Ghanaian public universities reports that transformation was pursued under internal and external pressure, in a less coordinated policy climate, and predominantly from the top downwards (Loglo, 2024; doi:10.55982/openpraxis.16.3.700). It describes conditions under which change was attempted, and those same conditions are among the rival explanations this product asks an institution to record before it compares anything.
3. Where the Evidence Conflicts

A theoretical critique from practice theory holds that the systems account of organisational change is idealised, that the social practices of learning it depends on were never adequately defined, and that systems and practice views of change remain profoundly incompatible (Caldwell, 2012; doi:10.1080/14697017.2011.647923). Applied to measurement, the objection is sharp: an inadequately defined practice cannot be observed reliably, and a figure attached to an undefined thing is worse than no figure at all.
This product does not settle that disagreement. It concedes the force of it, and that concession is the reason the framework insists on one specific observable an institution already records, rather than on an abstract capability, and the reason nothing in this product is converted into a number by AZIZ OS.
The corpus is also thin in a way an institution should know about before it uses this record: a review of what practices exist and a conceptual argument that learning disciplines are interdependent do not tell anyone what evidence would count as change in a particular institution (White, Lowery & Johnson, 2025; doi:10.1108/QEA-09-2024-0096; Bui & Baruch, 2010; doi:10.1108/09696471011034919). The five dimensions in this product are therefore AZIZ OS synthesis, and they are labelled as such wherever they appear.
4. What the Evidence Cannot Establish

None of the seven approved works establishes what a valid measure of systems leadership would be in an African public education institution. A validated instrument exists in a healthcare setting, and that is exactly why this product does not imitate it: the existence of a tested scale elsewhere is not permission to invent one here, and no item, factor, coefficient or cut-off of that work is reproduced or adapted anywhere in this product (Dolansky, Moore, Palmieri & Singh, 2020; doi:10.1007/s11606-020-05830-1).
Nor does the corpus establish that a difference observed after a change was caused by that change. The strongest quantitative work available reports an association among surveyed firms, not the effect of an intervention (Palaima & Skaržauskienė, 2010; doi:10.1108/17465261011079749). An institution using this record therefore writes its rival explanations down first, and states plainly that its comparison is a comparison and not a causal finding.
The corpus also cannot tell an institution what its own cadence of looking should be. It reports that in three studied universities transformation proceeded under pressure and predominantly top-down (Loglo, 2024; doi:10.55982/openpraxis.16.3.700). Whether that means an institution should look again in one term or in three years is a judgement it makes and records, not a finding this product can supply.
