Research: Evaluating strategies for young people at risk of becoming NEET: terms of reference

Ofsted and the Department for Education (DfE) are collaborating on a research study to identify effective practices that support 16- to 18-year-olds in maintaining engagement in education, training, or employment, thereby preventing them from becoming 'Not in Education, Employment, or Training' (NEET). This research will define the scope of evaluating such strategies.

Addressing the NEET phenomenon among young people is critical for national human capital development and economic stability. Effective strategies in this area can significantly contribute to a skilled workforce, reduce long-term social welfare costs, and foster individual societal contribution.

A joint study by Ofsted and DfE will evaluate strategies for young people at risk of becoming NEET.
