Making AI-Assisted Claims Independently Challengeable: Publication Authority and a Protocol for Falsifiable Publication Records

Research proposes a new framework, 'Publication Authority' (PA), and its implementation, 'PAC-2026', to address the challenge of independently challenging AI-assisted claims. This framework aims to ensure the transparency and integrity of AI-generated content by creating a verifiable and exact-state publication capability, designed to manage the provenance, attestation, and correction history of claims. It introduces specific obligations for evidence, artifacts, measurement disclosure, authorization, and lifecycle. This initiative seeks to provide a protocol for falsifiable publication records in AI-assisted environments.

This research addresses a fundamental issue in the trustworthiness and verifiability of AI-generated or AI-assisted content, which is critical for maintaining confidence in information across various sectors. Establishing protocols for falsifiable publication records will enable independent challenge and verification, thereby mitigating risks associated with unchallenged or opaque AI-derived claims.
