Educational supervision globally has shifted from compliance-focused inspection to a developmental approach supporting instructional leadership and school improvement. This review analyzes the United Arab Emirates' (UAE) supervision practices, challenges, and innovations through the lenses of loose-coupling and instructional leadership theories. Drawing on a narrative synthesis of 54 sources, including 15 specific to the UAE, the review benchmarks the country's system against international models, highlighting its multi-authority governance structure.

Educational supervision within Gulf Cooperation Council (GCC) school systems has evolved beyond traditional classroom observation, now encompassing a broad spectrum of practices. These include teacher evaluation, school inspection, quality assurance, instructional leadership, mentoring, coaching, professional learning, and technology-supported supervision. A systematic review was conducted to synthesize evidence across 40 studies covering these diverse areas to provide a comprehensive understanding of the field.
